Lord Patten of Barnes, Chancellor of the University of Oxford, was invited to give the 2012 Nanovic Forum Lecture. He delivered a lecture entitled “Europe, America and the Changing World Order.” Lord Patten of Barnes has also served as European Commissioner for External Relations (1999-2004) and Governor of Hong Kong (1992-1997).
